Fin août 1914 l’organisation de la charité canadienne envers la Belgique est amorcée par Maurice Goor, Hector Prud’homme et Lambert Jadot qui créent l’Œuvre de Secours pour les Victimes de la Guerre en Belgique. Celle-ci s’insère dans un vaste mouvement international d’aide à la Belgique qui voit le jour dès les premières heures du conflit. Bien que les ambitions de ses administrateurs fussent plutôt modestes, elle va connaître un engouement rapide tant auprès des élites que de la population canadienne en général. Tout au long de la guerre, l’Œuvre de Secours sera toutefois marquée par d’importants changements. Elle modifiera ainsi à plusieurs reprises sa manière de récolter les dons pour éviter que la générosité canadienne ne faiblisse. Elle devra surtout adapter son fonctionnement en 1917 suite à l’entrée en guerre des États-Unis et à la publication du War Charities Act. Après la fin des hostilités, elle continuera son travail pour participer à la reconstruction de la Belgique. L'Œuvre de Secours clôturera ses activités en mai 1919 même si les dons continueront jusqu’en 1921. La somme totale récoltée par l’œuvre qui s’élève à un peu plus de 3.500.000 de dollars canadiens apportera donc une contribution importante à la solidarité internationale envers la Belgique, que l’on peut évaluer à environ 8% des montants récoltés à travers le monde.
