Abstract
Bu çalışmada, 1839 Tanzimat Fermanı’ndan itibaren yüzyılın son çeyreğine kadar Osmanlı ordusunun modernizasyonu incelenmektedir. Nüfus sayımı, kur’a uygulamaları ve buna karşı oluşan toplumsal refleksler devletin zorunlu askerliği oturtma çabaları bağlamında okunmuştur. 1843 askeri tensikatıyla birlikte bölgesel orduların kurulması ve bunların teşkilat ve bünyesinin oluşturulması hususunda yönetici kadronun fikir ve faaliyetleri tahkiye edilmiştir. Ağırlıklı olarak olaya taşra üzerinden bakılmış, Rumeli, Anadolu ve Arabistan ordu bölgelerindeki hadiseler yansıtılmıştır. Tüm bunlar ışığında asıl meselemiz olup beş orduya ilave olarak teşkil edilen ve başlangıçta dâhil-i Tanzimat kapsamında sayılmayan Irak coğrafyasında Tanzimat programlarını işletmeye gayret gösteren Irak ve Hicaz Ordusu’nun serüveni izah edilmeye çalışılmıştır. Bölgenin aşiretlerden oluşması sıklıkla te’dib harekatı yapan ordunun jandarma hüviyetinde sivrilmesine neden olmuştur. Bu askeri faaliyetler merkezden uzak söz konusu ordunun içerisindeki iktidar mücadelelerinden şüphesiz etkilenmiş ve bu madde sorgulanmaya tabi tutulmuştur. Ayrıca bölgenin İran ile sınır olması ve stratejik konumu Irak ve Hicaz Ordusu’nun/Altıncı Ordu’nun önemini şüphesiz bir kat daha arttırmıştır.\nAnahtar Kelimeler: Osmanlı ordusu, Irak ve Hicaz ordusu, Altıncı ordu, askeri tensikat, askere alım, kur’a, Bağdat, aşiret.\nABSTRACT\n\nThis study aims at to scrutinize the reorganization of Ottoman Army from the time periods of Tanzimat Fermanı in 1839 to the third quarter of the 19th century. The State’s effort to make legal conscription caused the population census, kur’a draw and the social reflex, occurred against these two items. Separately, it is to used ideas on and activities of the governors about establishing regional armies and forming their organized group and structure with reorganization of military in 1843. Especially, the content is explained over the rural. The examples and eases are mostly given in the armies of Rumeli, Anadolu and Arabistan. All of the fact that; narration of the army of Iraq, which put into practice programs of Tanzimat, is discussed. Being nomadic tribe at that region paves the way for looking like gendarme (i.e. Jandarma) of the army. On the other hand, being the area border with Iran and strategical location of that area increases importance of Iraq and Hedjaz Army’s. \nKeywords: Ottoman army, Iraq and Hedjaz army, Sixth army, military arrangement, recruit, kur’a, Baghdad, nomadic tribes.
