Saamenkielisten palveluiden saatavuus eräiden Suomen ja Ruotsin viranomaisten verkkosivustoilla

Abstract
Tässä pro gradu -tutkielmassa tarkastelen eräiden Suomen ja Ruotsin viranomaisten verkkosivustoillaan tarjoamia saamenkielisiä palveluita. Monilla viranomaisilla on sekä Suomessa että Ruotsissa laissa säädetty velvollisuus saamenkielisten palveluiden järjestämiseen. Tutkielmani kannalta keskeistä on, miten saamenkielisten oikeudet omakielisiin palveluihin toteutuvat viranomaisten verkkosivustoilla. \n \nOlen kerännyt aineistoni havainnot viranomaisten verkkosivustoilta maalis-huhtikuun 2024 aikana. Olen pyrkinyt valitsemaan aineistooni viranomaisia, joiden vertaileminen Suomen ja Ruotsin kesken on mahdollisimman helppoa. Mukana on saamelaisten perinteiseen asuinalueeseen kuuluvia kuntia, muita kaupunkeja, valtiollisia viranomaisia sekä Suomen ja Ruotsin saamelaiskäräjät. \n \nAineistoni perusteella on ilmeistä, että viranomaiset toteuttavat saamenkielisiä verkkopalveluita hyvin vaihtelevin tavoin. Verkkosivustot voivat olla yhtä käyttökelpoisia niin valtakielellä kuin saameksikin, tai saamenkieliset puhujat on huomioitu vain muutaman tekstin käännöksin. Osa viranomaisista ei tarjoa ollenkaan saamenkielisiä palveluita verkkosivustoillaan. Lainsäädännöllä näyttää olevan vaikutusta asiaan. \n \nToiveeni on, että tämän tutkielman tulokset vanhenevat nopeasti viranomaisten kehittäessä saamenkielisiä palveluitaan yhä monipuolisemmiksi. Parhaassa tapauksessa vertailu kahden maan ja usean viranomaisen välillä voi tarjota saamenkielisiä palveluita suunnitteleville näkökulmia laadukkaiden palveluiden tuottamiseen.
