Suomen Uhrintunnistusoppaan laatiminen

Abstract
Toiminnallinen opinnäytetyöni on työelämän kehittämisprojekti, jonka toimeksiantajana on Keskusrikospoliisin DVI-yksikkö. Olen tehnyt kehittämistyönäni Suomen DVI- eli Uhrintunnistusoppaan poliisien ja sidosryhmien koulutuskäyttöön. Kerron tässä raportissa opinnäytetyön tavoitteet, tarkoituksen, mitä ja miksi opinnäytetyön eteen on tehty. Raportin lisäksi työhön kuuluu varsinainen produkti eli tässä tapauksessa Uhrintunnistusopas. \nOpinnäytetyön tavoitteena on ammatillisen toiminnan ohjeistaminen, opastaminen, toiminnan järkeistäminen tai järjestäminen. Lopputuloksena on tietylle kohderyhmälle tarkoitettu opas. Oppaan, eli produktin käytettävyys tulee testata ja tässä tapauksessa se on tehty asiantuntija-arviona. Lopullinen käytettävyystestaus tulee päivittäisessä työssä, kun tapahtuu uhrintunnistusta vaativa onnettomuus tai rikos. Siinä vaiheessa nähdään, miten tositilanteessa opas löydetään ja miten sitä voidaan hyödyntää. \nViitekehyksenä ovat uhrintunnistustoimintaa koskevat lait ja asetukset, sekä ohjeet ja määräykset. Tietoperustana on käytetty Ruotsin DVI-oppaasta tehtyä suomennosta, Interpolin DVI-opasta, Suomen DVI-koulutuksissa käytettyjä materiaaleja, sekä asiantuntijoiden kirjoituksia. \nDokumentteja on analysoitu järjestelmällisesti dokumenttianalyysillä. Dokumenttianalyysiin kuuluu mm. pelkistäminen ja ryhmittely. Käsiteltävä aineisto on sisältöanalyysillä tiivistetty ja selkiytetty Uhrintunnistusoppaaseen. \nLaatimani opas tulee saada kaikkien poliisien saataville, jotta uhrintunnistustoimintaa vaativassa tapauksessa tehtäisiin tarvittavat toimenpiteet ja muistettaisiin konsultoida KRP:n DVI-yksikköä, tai pyytää yksikköä osallistumaan tarvittaviin toimenpiteisiin.
