Abstract
RÉSUMÉ: Dans les pays engagés dans le développement durable, l'aménagement forestier fait partie des préoccupations majeures. En effet, les forêts sont une source d'avantages économiques, sociaux et environnementaux?; et les parties prenantes à ces avantages sont multiples, avec des intérêts souvent opposés. Ce travail a pour but principal de construire une hiérarchie de critères d'évaluation pour les projets d'aménagement forestier, basée sur les préférences et les enjeux des parties prenantes. Cela s'est fait par le biais d'un travail de terrain sur l'unité d'aménagement forestier 027-51 du Québec. Ce travail est une recherche qualitative avec une approche empirique. Nous avons effectué 19 entrevues individuelles semi-dirigées sur le terrain. Les participants à ces entrevues représentent différentes parties prenantes : des organisations environnementales, l'industrie forestière, l'industrie touristique, l'industrie de la biomasse, le milieu régional, des représentants syndicaux, et des experts du Bureau du Forestier en chef. Les entrevues avaient pour but de recueillir les enjeux et de valider la liste de critères d'évaluation construite à partir de la littérature. L'analyse de contenu a été utilisée pour analyser les résultats des entrevues et dégager les enjeux des participants. Nous avons également conduit une revue de littérature et dressé une liste des critères et indicateurs utilisés à travers le monde pour l'évaluation et la sélection des projets d'aménagement forestier. À la lumière des résultats des entrevues et de la littérature, nous proposons une hiérarchie de critères d'évaluation des scénarios d'aménagement forestier. Les résultats montrent que les enjeux les plus importants sont des enjeux de conservation de la biodiversité, d'adaptation aux changements climatiques, d'harmonisation des usages, mais aussi de maintien de l'activité économique et de production de bois. -- Mot(s) clé(s) en français : Développement durable, Aménagement forestier durable, Participation, Aide multicritère à la décision, Critères et indicateurs. -- ABSTRACT: In countries that are committed to sustainable development, forest management is a major concern. Forests are a source of economic, social and environmental benefits; and the stakeholders to these benefits are multiple, with often conflicting interests. The main purpose of this work is to build a hierarchy of evaluation criteria for forest management projects, based on the preferences and stakes of the stakeholders. This was done through fieldwork in the 027-51 forest management unit in Quebec. This work is a qualitative research with an empirical approach. We conducted 19 individual interviews in the field. The participants in these interviews represent different stakeholders: environmental organizations, the wood industry, the tourism industry, the biomass industry, the regional community, union representatives, and experts from the Chief Forester's Office. The purpose of the interviews was to gather the stakes and develop a list of evaluation criteria built from the literature. Content analysis was used to analyze the interviews results and identify participants' stakes. We also conducted a literature review and compiled a list of criteria and indicators used throughout the world for evaluating and selecting forest management projects. Based on the results of the interviews and the literature, we propose a hierarchy of criteria for evaluating forest management scenarios.
