Abstract
Kamu politikası, toplumu ilgilendiren ve etkileyen herhangi bir konuda devletin yapmaya ve yapmamaya yönelik tercihi olarak ifade edilebilir. Sağlık, eğitim, çevre, enerji gibi birçok alanda kamu politikası üretilmektedir. Konut sorunu ve konuta yönelik talepler de toplumu ilgilendiren konulardır. Bu çerçevede değerlendirildiğinde, konut politikası da, kamu politikası uygulama alanlarından biri olarak kabul edilebilir. Türkiye'de konut politikalarında yaşanan değişim ve Toplu Konut İdaresinin (TOKİ) konut politikalarının şekillenmesindeki rolünün tespit edilmesi çalışmanın ilk amacıdır. Türkiye'de toplu konut politikalarının, kamu politikası analiz modellerinden ilaveci (incremental) model çerçevesinde değerlendirilmesi çalışmanın diğer amacıdır. Bu çalışmada öncelikle, kamu politikası ile ilgili kavramsal bilgilere yer verilmekte ve Türkiye'deki konut politikası, kamu politikası çerçevesinde değerlendirilmektedir. Daha sonra Türkiye'de konut politikası üretim süreci dönemler itibariyle incelenmekte ve bu çerçevede TOKİ'nin işlev ve uygulamaları irdelenerek değerlendirilmektedir. TOKİ'nin, Türkiye'de konut politikası sürecinde başat aktör olduğu ve 2003 sonrası dönemde onun öncülüğünde konut yapımının hızlanıp, önemli bir ivme kazandığı çalışma sonucunda elde edilen ilk bulgudur. Türkiye'de 1980 öncesi dönemde konut açığının önüne geçmek amacıyla sosyal konut yapımı hedef alınmıştır. 1984 ve özellikle 2003 sonrası dönemde de asıl amacın konut ihtiyacının giderilmesine yönelik konut üretimi olduğu, bununla beraber kentsel dönüşüm çabalarının da öne çıktığının tespiti çalışmada elde edilen bir başka bulgudur
