La loi 21 sur la laïcité de l’État est adoptée le 16 juin 2019 par le gouvernement de François Legault. Elle fait actuellement l’objet d’une contestation devant les tribunaux malgré la clause dérogatoire dont s’est prévalu le gouvernement. Cette thèse propose d’analyser l’évolution de la laïcité au Québec du point de vue d’un média écrit populaire au Québec, soit le Journal de Montréal, en nous appropriant des concepts de laïcité et de populisme. Depuis 2019 le Québec dispose d’une Loi sur la laïcité de l’État après plus d’une douzaine d’années de débats sous plusieurs gouvernements qui se sont succédé depuis 2007. Or la laïcité est un concept qui évolue constamment dans les pays occidentaux mais qui n’est pas défini par le droit. La laïcité devient un sujet d’actualité à compter de 2007 à la faveur de la controverse sur les accommodements raisonnables et, cela, jusqu’en 2019. Cette thèse présente l’analyse de près d’un millier d’articles du Journal de Montréal et illustre comment un journal quotidien populiste a pu percevoir l’évolution de ce principe d’organisation politique et contribuer à en redéfinir les contours depuis la mise sur pied de la commission Bouchard-Taylor par le gouvernement libéral du Premier ministre Jean Charest jusqu’à l’adoption de la Loi 21 sous le gouvernement de la Coalition Avenir Québec du Premier ministre François Legault. Aujourd’hui, la laïcité est, pour la nation québécoise, un sujet toujours alimenté dans l’actualité mais de plus en plus acceptée par plus des deux tiers de la population.
