Merityön verotus Suomessa ja Pohjois-Euroopassa

Abstract
Opinnäytetyössä esitellään Suomen merityön verotuskäytäntö ja verrataan sitä Ruotsin, Norjan, Viron, Latvian ja Liettuan käytäntöihin. Työn tarkoituksena on antaa selkeä kuva Suomen verokäytännöstä ja sen sijoittumisesta rajatulla alueella. Tämä opinnäytetyö on tehty, jotta merityön verotuksesta saisi selkeän ja ymmärrettävän kuvan. Vertailulla osoitetaan eri maiden käytännöistä johtuvat erot.\n\nTutkimus suoritettiin kolmessa eri työprosessin vaiheessa: suunnittelu, tiedonhankinta ja kirjoittaminen. Suunnitteluvaiheessa aihe rajattiin maantieteellisesti, vuositulojen, vuotuisten työpäivien määrillä sekä työskentelyaluksen lippuvaltioilla. Myös henkilötiedot on rajattu mallilaskelmissa. Rajaus suoritettiin niin, että sen avulla saatiin yksinkertainen kuva verokäytännöistä. Rajatun alueen verohallinnoille suoritettiin kysely, jonka tulosten perusteella saatiin osa tutkimusmateriaalista. Loppuosa tutkimusmateriaalista saatiin rajatun alueen maiden tuloverolaeista.\n\nTuloksista käy ilmi, että Suomi verottaa merityötä pääsääntöisesti ankarimmin rajatulla alueella. Suomalainen merenkulkija ei ole tasa-arvoisessa asemassa verrattuna muihin alueen merenkulkijoihin. Suomen verotuksen progressiivisuus, merityötulovähennyksen riittämättömyys ja kuuden kuukauden säännön ongelmallisuus aiheuttavat suomalaiselle merenkulkijalle valtavia nettomerityötulojen menetyksiä. Jotta suomalainen merenkulkija olisi tasa-arvoisessa asemassa Euroopassa, tulisi edellä mainittuihin asioihin puuttua.
