Abstract
Digitalisaation jatkuva kehitys tuo helppoutta ja valinnanvaraa nykyaikaisen digiyhteiskunnan jäsenille, mutta myös luo uusia mahdollisuuksia järjestäytyneen rikollisuuden toiminnalle. Yksi tärkeä osa-alue on rahanpesu, jossa rikollisin menetelmin kerättyä rahaa puhdistetaan käytettäväksi laillisissa maksukanavissa. Tämä raha osaltaan rahoittaa rikollisuutta ja terrorismia sekä on poissa verotuksen piiristä näin myös vähentäen valtioiden saamia verotuloja. EU:ssa on direktiiveillä pyritty luomaan jäsenmaille yhteistä säännöstöä, jonka perusteella kukin jäsenmaa luo oma lakinsa. Vuonna 2018 julkaistun viidennen rahanpesudirektiivin perusteella Suomen Eduskunta sääti vuonna 2019 lain nimellä Laki pankki- ja maksutilien valvontajärjestelmästä. Tässä laissa määritellään tietojärjestelmä rahalaitosten maksuliikennetietojen valvontaan, joka otetaan käyttöön 9/2020 mennessä. Järjestelmä koostuu pankki- ja maksutilirekisteristä sekä hajautetusta tiedonhakurajapinnasta. Tilirekisteri-hankkeessa määritellään ja toteutetaan lain kuvaama tietojärjestelmä. Vastuullisena toteuttajana ja koordinoijana projektissa toimii Suomen Tulli.
