En 2012 tuve ocasión de escribir para «Ius Canonicum» una breve reseña bibliográfica de Ministerium Iustitiae, obra en la que William L. Daniel recopilaba una serie de decisiones y actos de la Signatura Apostólica.El autor, que en 2015 ha sido nombrado Assistant Professor en la Facultad de derecho canónico de la Catholic University of America, Washington D.C., publica ahora en la misma colección (Sección Research Tools) la presente monografía.La obra consta de seis capítulos.El primero se titula «Presuppositions to the General Administrative Procedure in the Church».Los presupuestos que selecciona para preparar el estudio del procedimiento administrativo son: el origen divino de la potestad eclesiástica de gobierno, su triple distinción, la noción de derecho administrativo, el acto administrativo singular y la distinción entre las nociones de proceso y procedimiento.A mi juicio, se trata de una selección acertada y resuelta con solvencia.Se ponen de manifiesto ya desde este capítulo inicial dos características notables del autor, que aparecen igualmente en el resto de la monografía.En primer lugar, que conoce y comprende muy bien el sistema administrativo canónico.Ciertamente, no faltan en la Iglesia canonistas dedicados con competencia a enseñar «Normas generales», o «Libro Primero», pero una asimilación sistemática experta del derecho administrativo vigente no se ve, lamentablemente, con tanta frecuencia como sería deseable.Esto tiene aún mayor valor, si cabe, por tratarse de un jurista formado en una tradición que no es la del derecho europeo continental, en cuyo seno han nacido no pocos elementos del derecho administrativo que ha influido más directamente en el derecho canónico vigente.El capítulo II, de carácter histórico, es «The Introduction of a General Administrative Procedure into Canon Law».En él se trata con detalle, en primer lugar de las vicisitudes del procedimiento administrativo general en la historia del truncado proyecto de Lex de procedura administrativa; y, en segundo lugar, de la sustancia de los sucesivos borradores de cánones en cuanto a los elementos del procedimiento administrativo general: la estructura general del procedimiento, el silencio administrativo, la motivación y la comunicación de los decretos.Se concluye el capítulo constatando la viveza de la discusión doctrinal y las dife-
