Penelitian ini bertujuan untuk menganalisis preferensi Amerika Serikat terhadap Perjanjian Ottawa. Amerika Serikat merupakan negara yang mengklaim dirinya sebagai pemimpin dan pelindung dunia. Setelah berakhirnya era perang dunia, banyak wilayah bekas area ranjau darat digunakan oleh masyarakat sebagai area tempat tinggal, sehingga banyak dari mereka yang menjadi korban ranjau darat. Permasalah tersebut menarik perhatian dunia, oleh sebab itu Amerika Serikat juga melibatkan diri terhadap kampanye-kampanye pelarangan penggunaan ranjau darat dan terlibat dalam pembentukan Perjanjian Ottawa. Namun hingga akhir pemerintahan Presiden Barack Obama, Amerika Serikat belum meratifikasi perjanjian tersebut. Dengan menggunakan konsep Treaty Commitment Preferences oleh Yonatan Lupu, penelitian ini berusaha menganalisis faktor-faktor yang menyebabkan Amerika Serikat tidak meratifikasi perjanjian tersebut. Metode yang digunkan dalam penelitian ini adalah metode penelitian kualitatif dengan teknik pengumpulan data berupa studi literatur. Adapun hasil dari penelitian ini adalah faktor paling dominan yang menyebabkan Amerika Serikat belum bergabung atau tidak meratifikasi Perjanjian Ottawa adalah faktor power dan dampak perang dingin.
