Abstract
Penelitian ini dilakukan di Kecamatan Bungaraya Kabupaten Siak dan \nkantor Dinas Tanaman Pangan dan Holtikultura Kabupaten Siak. Adapun \npermasalahan dalam penelitian ini yaitu Kegiatan alih fungsi lahan yang dari \ntahun ke tahun semakin meningkat di Kabupaten Siak (Kecamatan Bungaraya). \nPenelitan ini bertujuan untuk mengetahui apakah pelaksanaan program \nperlindungan alih fungsi lahan di Kabupaten Siak telah berjalan dengan baik dan \napa saja kendala-kendala yang dihadapi dalam pelaksanaan program \nperlindungan alih fungsi lahan tersebut. Teknik pengumpulan data dalam \npenelitian ini adalah observasi, kuesioner, wawancara dan dokumentasi. Jumlah \npopulasi dalam penelitian ini adalah 50 orang .Adapun jenis dan sumber data \npenelitian ini adalah data primer dan data sekunder.Teknik analisa data yang \npenulis gunakan dalam penelitian ini adalah teknik analisa deskriptif kualitatif. \nIndicator penelitian penulis menggunakan teori George Edward III, yaitu \nKomunikasi, Sumber daya, Sikap,Struktur Birokrasi. Dari hasil rekapitulasi \npengukuran terhadap masing-masing indikator, maka dapat dinyatakan bahwa \nPelaksanaan Program Perlindungan Alih Fungsi Lahan di Kecamatan Bungaraya \nKabupaten Siak dalam kategori Baik, hal ini dapat diketahui dari persentase ratarata \n \nkualitatif yang berada pada skala 61,82%. Akan tetapi ada beberapa hal \nyang harus di perbaiki dalam pelaksanaan program Perlindungan Alih Fungsi \nLahan yaitu dalam pelaksana program Perlindungan Alih Fungsi Lahan \nsosialisasi harus dilakuhkan secara menyeluruh kepada setiap lapisan \nmasyarakat, serta program ini harus dilaksanakan sesuai dengan pedoman umum \nProgram Perlindungan Alih Fungsi Lahan. \nKata kunci : Konversi, Perlindungan, Alih Fungsi Lahan
