Abstract
Résumé: En décembre 2002, le ministère du Développement durable, de l'Environnement et des Parcs (MDDEP) a instauré une nouvelle forme d'aire protégée» au Québec, nommée « Paysage humanisé. Pour développer cette aire protégée issue de la catégorie V des aires protégées suggérées par l'UICN — qui a la particularité d'être habitée —, le MDDEP s'est inspiré des expériences européennes, en outre, des Parcs naturels régionaux de France. Depuis juin 2005, un projet pilote de Paysage humanisé est en cours sur un territoire comprenant les quatre municipalités de Sainte-Madeleine-de-la-rivière-Madeleine, Grande-Vallée, Petite-Vallée et Cloridorme en Gaspésie. Ce territoire porte le nom « Estran », qui signifie : Portion du littoral entre les plus hautes et les plus basses mers (Petit Robert). Contrairement aux autres aires protégées (parc national, réserve écologique, etc.), le statut de Paysage humanisé est initié à la demande des autorités locales auprès du MDDEP, qui requiert l'inventaire et l'élaboration de plans de conservation, de protection et de mise en valeur du territoire concerné. La présente recherche porte sur les processus de mobilisation des ressources et d'acceptabilité sociale en faveur de l'obtention du statut de Paysage humanisé au Québec, en voie d'expérimentation en Estran, dans la région de la Gaspésie. À cet effet, le processus participatif d'élaboration de Charte de territoire lors de la mise en place de Parcs naturels régionaux de France de même celui d'implantation d'un Agenda 21 local, sont analysés pour proposer un mode de développement durable articulé autour du Paysage humanisé.||Abstract: In December 2002, the Quebec Ministry of Sustainable Development, Environment and Parks adopted a new category of protected area, named «Humanized Landscape». To develop this protected area - based on the World Union Nature Conservation (IUCN) Category V Protected area - that has the particularity of being inhabited -, the Ministry was inspired from European experiences, namely the Regional Natural Parks of France. Since June 2005, a pilot project of Humanized Landscape is taking place among four villages in the Gaspe Region - Sainte-Madeleine-de-la-rivière-Madeleine, Grande-Vallée, Petite-Vallée and Cloridorme-, that call their territory"Estran" (meaning"Fore shore" or"Intertidal zone"). While the other categories of protected areas (National Park, Ecological Reserve, etc.) are imposed by the Ministry, the Humanized Landscape status is initiated at the request of the local authorities. After preliminary acceptation, the Ministry demands an inventory and a Conservation, Protection and Valorization Plan of the territory to be affected. The present research paper concerns the analysis of the local mobilization and social acceptability process in favor to obtain the Humanized Landscape status, actually experimented in the Estran area. In this purpose, the Territory Chart of the France Regional Natural Parks elaboration as well as the Local Agenda 21 implantation processes are studied in order to propose a model of sustainable development articulated around the Humanized Landscape status.
