Abstract
In this paper a policy for waste management in Colombia is designed, based on the observations and recommendations 1 and 2 that made the Organization for Economic Cooperation and Development (OECD) to Colombia. For the design of this policy has compiled information from the international benchmarks of member countries of the Organization for Economic Cooperation and Development (OECD), on appeal, for general policy design methodology espoused by André applies Noel Roth, which was adopted by the Chilean government to establish a “Methodological Guide for the Design of Regional Public Policy”. \nSpecifically policy is based on a literature compilation of the different policies assigned to the OECD and its various international benchmarks such as the European Union, of which are part (Austria, Belgium, Denmark, Spain, Slovenia, countries Estonia, Finland, France, Greece, Hungary, Ireland, Italy, Luxembourg, Netherlands, Poland, Portugal, United Kingdom, Czech Republic, Sweden), Environmental Protection Agency (EPA); which is linked to the United States, The Economic Commission for Latin America (ECLAC); which links Chile and Mexico, and finally investigates what concerning the following countries involved are: Australia, Korea, New Zealand and Canada. We have taken into account the above mentioned countries, because the information related to waste management has more and better content, and likewise, its recovery has been more feasible, those nations have more detailed information on management waste than other nations. \nBy collecting is designed public policy to allow Colombia to demonstrate its commitment to the subject and thus comply with the requirements 5 and 6 established by the OECD, which arise in the Environment Policy Committee of the Agency cooperation for the design of this policy takes into account the methodology that has been used the Chilean government indesigning public policies with cooperation of the German Government; together OECD member countries. Thus aims to provide the technical and environmental knowledge acquired in Environmental Engineering and Health to outline an environmental policy for waste management, enabling our meet the requirements that the OECD part of its environmental policy committee country to achieve , on a larger stage, the accession to this organization for international cooperation.
