Avec les membres de la Commission sur le déséquilibre fiscal, le Conseil central CSN du Saguenay-Lac-Saint-Jean veut partager ses constats et ses réflexions sur les impacts du maintien des inégalités dans la redistribution par l'État de la richesse entre les populations, que celles-ci soient locales, régionales, provinciales ou nationales et que cet État soit provincial ou fédéral. Après un rappel des fondements institutionnels qui encadrent au Canada la fiscalité et la « redistribution de la richesse entre les régions »1, notre mémoire établira, dans un second temps, les résultats des choix politiques des années 1970, à la lumière de l'évolution de la réalité démographique, économique et sociale du Québec considéré dans l'ensemble canadien. Ces constats interpellent tout autant l'activité redistributive de l'État québécois à l'égard des populations locales et régionales que celle-ci de l'État fédéral. Dans un troisième temps, il s'agira d'identifier la nature des conditions à établir et des critères à privilégier pour faire en sorte que l'usage du pouvoir fiscal canadien et québécois puisse corriger le tir et contribuer réellement à réduire les inégalités interrégionales qui minent actuellement le Québec. Telle est la première partie de notre mémoire. La seconde partie, intitulée « Ampleur et évolution des inégalités interrégionales au Québec : perspectives québécoise et canadienne » est extraite d'une analyse émanant de scientifiques et citoyens du Saguenay-Lac-Saint-Jean, analyse que le conseil central tient à porter à l'attention de la Commission parce qu'extrêmement pertinente aux résultats évolutifs des politiques
