Abstract

Cox International Law Center Cosponsored by: Institute for Global Security Law and Policy The Law-Medicine Center Summary: The Fifth Plague is a unique simulation-based bioterrorism conference. Participants, who include local, state, national and international officials, will be asked to "role play" their response to an agricultural-based attack. Issues that will be addressed include: legal questions of authority and powers of various agencies; cooperation among different branches of the government and between the U.S. and Canada; and responses to an actual attack. Attorneys who attend the event will learn about the law and procedures related to responding to a terrorist crisis in Ohio, specifically involving the food supply, enabling them to advise clients in the agriculture and transportation sectors and to prepare for potential litigation in this area.
