Abstract
Sekolah Luar Biasa (SLB) merupakan salah satu sasaran UKS. Berdasarkan \nstudi pendahuluan di Dinas Pendidikan dan Kebudayaan Provinsi Jawa Timur \ndidapatkan bahwa belum ada data yang dilaporakan mengenai jumlah SLB yang \nmemiliki UKS di Jawa Timur. SLB Pembina Tingkat Nasional merupakan salah \nsatu SLB yang memiliki UKS. Studi Pendahuluan di wilayah SLB tersebut \ndidapatkan bahwa SLB Pembina ini merupakan pemenang lomba lingkungan \nsekolah sehat di tingkat provinsi Jawa Timur. Penelitian ini dilakukan untuk \nmenganalisis penerapan strategi promosi kesehatan di sekolah. \nPenelitian ini dilakukan di SLB Pembina Tingkat Nasional Kecamatan \nLawang, Kabupaten Malang. Penelitian ini merupakan penelitian kualitatif case \nstudy dengan pendekatan eksplanatori. Penentuan informan menggunakan teknik \npurposive sampling. Pengambilan data dilakukan melalui observasi dan wawancara \nkepada 18 informan. \nHasil penelitian menunjukkan bahwa untuk aspek healthy public policy \nbelum adanya peraturan tertulis sehingga mempengaruhi aspek lainnya. Supportive \nenvironment secara fisik sudah baik. Namun, untuk nonfisik masih terpengaruh \ndengan aspek sebelumnya. Community action di SLB ini diwujudkan melalui \nkegiatan ekstrakurikuler dan gerakan kesehatan lainnya. Aspek personal skill \ndiwujudkan melalui kurikulum pembelajaran di sekolah. Reorient health services \nsudah mengutamakan upaya promotif dan preventif, tanpa mengesampingkan \nupaya kuratif dan rehabilitatif. Strategi Pemberdayaan diterapkan melalui aspek \npersonal skill. Strategi Bina Suasana dilakukan dengan berbagai lintas sektor. \nStrategi Advokasi melalui lobi politik dan presentasi pada rapat lintas sektor. \nStrategi Kemitraan yang ada di SLB mayoritas dijalin dengan pihak pemerintahan. \nKesimpulan yang dapat ditarik dari penelitian ini adalah penerapan strategi \npromosi kesehatan di SLB Pembina ini mayoritas sudah baik. Namun, untuk aspek \nhealthy public policy perlu dibuat peraturan tertulis agar penerapan peraturan di \nSLB tersebut dapat ditindaklanjuti dengan tegas. Hal tersebut akan berakibat pada \npeningkatan aspek Ottawa Charter yang lain.
