Sujet d’études: Les soulèvements dans les monarchies arabes Université: Université d’Ottawa Résumé: La séquence de soulèvements dans le monde arabe en 2011 invite à la réflexion sur la succession des événements et sur ce qui a motivé leur propagation. En comparant les cas marocain et jordanien, je soutiens que l’évolution différente des deux soulèvements est étroitement liée aux réformes que les deux régimes ont mises en place pour y répondre. Le régime s’adapte donc à l'évolution des menaces auxquelles il est confronté et, ce faisant, met en œuvre les changements nécessaires pour assurer sa reproduction. Dans cette optique, la plus grande menace à laquelle un régime pourrait faire face est sa propre stagnation. L'idée que la résilience des régimes arabes dépend de leur capacité à s’adapter aux menaces auxquelles ils sont confrontés implique que leurs légitimités culturelle et institutionnelle ne les immunisent pas contre d’éventuels soulèvements. Ces deux formes de légitimité jouent certainement un rôle-clé en assurant la continuité de ces régimes, mais ne peuvent pas, à elles seules, expliquer le fait que l'évolution des récentes manifestations aie été différente d'un pays à l'autre.
