Abstract
Dans la dernière décennie, l’action municipale lavalloise en matière de gestion de la diversité \nethnoculturelle s’est transformée. Ayant longtemps préconisé une approche assimilationniste \ncaractérisée par l’adoption de politiques d’inspiration républicaine, Laval a, au courant des années \n2010, pris un virage plutôt soudain vers une approche qui, bien qu’elle tende toujours vers certains \npréceptes assimilationnistes, est revendiquée comme étant plus interculturelle par la municipalité, \nc’est-à-dire plus ouverte à la représentation des particularismes ethnoculturels. \nDans une démarche qualitative mobilisant une recherche documentaire, un portrait \nsociodémographique et les fruits d’une dizaine d’entretiens semi-directifs menés auprès \nd’acteur·ice·s oeuvrant au sein des secteurs communautaire, public et associatif, cette étude de \ncas cherche à appréhender les éléments qui ont favorisé l’ouverture d’une fenêtre d’opportunité \npropulsant Laval vers un changement paradigmatique en matière de gestion de la diversité \nethnoculturelle. \n \nIn the last decade, Laval’s ethnocultural diversity management policy has been transformed. \nHaving long advocated an assimilationist approach characterized by the adoption of republicaninspired \npolicies, Laval has, during the 2010s, taken a rather sudden turn towards and approach \nwhich, although it still tends towards certain assimilationist precepts, is claimed as being more \nintercultural by the municipality, that is to say more open to the representation of ethnocultural \nparticularities. \nIn a qualitative approach mobilizing documentary research, a socio-demographic portrait and the \nresults of a dozen semi-structured interviews conducted with actors working within the community, \npublic and associative sectors, this case study seeks to understand the elements that favored the \nopening of a window of opportunity propelling Laval towards a paradigmatic change in the \nmanagement of ethnocultural diversity.
