Abstract
This master thesis investigates the potential of maritime innovation superclusters by looking at the recent Norwegian initiative “Blått Kvantesprang”, a project coordinating three established regional maritime clusters into one national cluster. Norway’s rich maritime heritage provide a unique context for the formation of this maritime supercluster, which is designed to combine the strengths of individual clusters to be more competitive on the global stage. The “Blått Kvantesprang” project aims to create a strong innovation platform focusing on maritime technologies and offshore renewables energy. This master thesis aims to study the development, operational system and sustainability aspects of this project.\n\nThis research study incorporates both qualitative interviews with stakeholders related to the “Blått Kvantesprang” project, a comprehensive review of relevant literature, an analysis of strategic documents of a similar initiative (Canada’s Ocean Supercluster) and the Triple Helix theoretical framework in order to evaluate the operational mechanisms, collaboration dynamics, and sustainability focus of the Norwegian maritime supercluster project set to start early 2025. \n\nThe findings suggests that that the integration of multiple Norwegian maritime clusters into a single supercluster would accelerate innovation, improve Norway’s position on the global market, and contribute positively to the energy transition. This research study also identifies some challenges for the future Norwegian supercluster related to its organizational structure and strategy. \n\nMoreover, this study contributes to the academic discourse on innovation superclusters by describing their role and operational system, and by providing a framework for assessing their impact on innovation and sustainability through a reconceptualized Triple Helix model. \n\nFinally, this thesis concludes by reflecting on the efficiency of such collaborative efforts for scaling innovations and achieving sustainability ambitions. The integration of this Norwegian maritime supercluster within the national innovation system is recommended as a strategic approach to enhance Norway’s competitiveness and sustainability in the maritime sector.
