Abstract
L’exploitation des ressources naturelles dans les régions périphériques par les multinationales s’accompagne d’importants investissements en provenance des grandes métropoles. Les retombées économiques générées par les investissements étrangers et d’autres formes de richesses non exploitées dans les périphéries sont par conséquent drainées vers les grands centres économiques. Face à cette problématique du drainage des richesses, l’hypothèse globale de notre étude est que la mobilisation et l’accumulation des capitaux financiers par des outils régionaux permettraient de pallier la dépendance des périphéries par rapport aux investissements étrangers. Dans le présent document, nous avons étudié huit types d’outils parmi lesquels nous avons retenu le modèle des Caisses d’entraide économique du Québec pour l’étude de cas. Il s’agit d’un type d’outils de rétention, mis en place par le bas, c’est-à-dire à l’échelle régionale. Ces outils jouent à la fois un rôle d’intermédiaires financiers et un rôle d’accompagnants auprès des entreprises régionales. Les données collectées sur l’expérience des Caisses d’entraide économique ont d’abord permis de mettre en relief leur rôle dans la mobilisation de l’épargne des populations. Ensuite, nous avons pu mettre en lumière leur rôle dans le développement de l’entrepreneuriat régional grâce aux données concernant le financement des petites entreprises industrielles et commerciales. Enfin, les résultats de l’étude mettent en valeur la contribution des Caisses d’entraide économique à la promotion d’un mode de développement autonome et inclusif par l’implication des acteurs régionaux dans la gestion des affaires. Le financement de l’entrepreneuriat par l’épargne régionale, la création d’emplois et d’autres retombées socioéconomiques ont également motivé notre choix des Caisses d’entraide comme exemples d’outils de rétention des capitaux financiers dans les régions périphériques. The exploitation of natural resources in peripheral regions by multinationals is accompanied by significant investment from the core. However, the economic benefits generated by these foreign investments and other forms of wealth not exploited by the peripheries are drained back to the large regions. Faced with the problem of wealth drainage, the overall hypothesis of our study is that the mobilization and accumulation of financial capital through regional tools would make it possible to overcome the dependence of the peripheries on foreign investments. In this paper, we have studied eight types of tools, among which we have selected the Caisses d'entraide économique du Québec model for the case study. This is a type of retention tools, set up from below. These tools play both the role of financial intermediaries and a role of accompanists for regional companies. The data collected on the experience of the mutual economic assistance funds first made it possible to highlight their role in mobilizing people's savings. Secondly, we were able to highlight their role in the development of regional entrepreneurship thanks to data on the financing of small industrial and commercial enterprises. Finally, the results of the study highlight the contribution of the Caisses d'entraide économique to the promotion of an autonomous and inclusive mode of development through the involvement of regional actors in the management of affairs. The financing of entrepreneurship through regional savings, job creation and other socio-economic benefits also motivated the choice of mutual aid funds as examples of tools for retaining financial capital in peripheral regions.
