Abstract
Housing options for older people is a matter of concern to all of us but a key challenge for local governments.They are responsible for their citizens' infrastructure facilities and frameworks as well as public services.Various factors trigger a series of challenges for small town communities: age and ageing, society-releated and individual images of old age, predictable demographic changes in connection with longevity, alteration of social structures such as single households and the decrease of family networks and varying needs and forms of housing for older people.A potential approach to respond to these challenge may the quarter development.This thesis deals with these requirements and outlines the current state of demographic development in Weiz, a small town in the eastern part of the Austrian state of Styria.With reference to forms of habitation for older people which are already existing in Weiz, it adresses further possible forms of elder-friendly dwellings.The focus has been laid upon the concept of quarter development as a workable approach towards housing options for older people.The "Bielefeld Modell" serves as an example of best practice for old-age quarter developments.Based on this series of challenges, recommendations for action have been developed which are subdivided into political, strategical, and content-related aspects.Each aspect comprises a number af various measures.Proposed solutions can serve as a general working basis for communities.For the city of Weiz, specific recommendations have been made which are to be implemented in the near future.Recommendation for action comprise an integrated city community policy, promotion of favourable framework conditions, improvement of information, cooperation and communication and include the development of an elder-friendly residential environment as well as appropriate infrastructure facilities.
