Abstract

-- \nABSTRACT : This study is relevant to the involvement of project stakeholders. Thus, it is found that stakeholders, whether of public or private origin, must find agreement to unite for a common purpose that is being studied here as the fight or even the eradication of homelessness. The divergence of these stakeholders is driven by different issues, degrees of experience and different identity values. The aim of this research is to see how some of them' projects integrate and how, at the same time, stakeholders communicate with each other or not. Are private organizations, whether community or citizen, involved enough? Don't they see themselves crushed by public bodies? The data collected by the semidirected direct interviews of participants responsible for structured and participatory institutional projects and the analysis of the results, with a global overview from the outset using a double-entry Excel table, allowing for a quick view of the convergences and divergences between each stakeholder in relation to the themes of interest. The results show that respondents are familiar with their organization's FFOM positioning. The complementarity and non-competition of public and private projects forms the cornerstone of the rationale for the triangulation between citizen participation, social cohesion and social empowerment. Finance and human resources, along with management as a whole, form the weaknesses of organizations recognized by respondents. Management in view of public bodies by lack of cross-cutting, lack of flexibility, resistance to change, etc. In fact, primarily public organizations operate between the dilemma of mission logic and project logic This study through the results has provided some elements contributing to theoretical concepts and practice by bringing the limits and, unpretentiously, the contributions of the study. -- Mot(s) clé(s) en anglais : Homelessness, street insecurity, social actors, social policies, solidarity, governance, stakeholder, stakeholder, FFOM.

Not calibrated prevalence, not ground truth. Human validation pending. The Gemma side is a direct model label for every work in the frame, read from the title-only record. The Codex side is a classifier learned from the 10,348 direct Codex labels and calibrated to design-weighted sample rates; fields without enough sample support carry no Codex call. Candidate is the union of the two sides; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels.

Machine scores (provisional)

The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.

Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
