Elaboración de una herramienta de diagnóstico, identificando los criterios e indicadores para evaluar en qué medida la organización está en forma y los posibles cambios a determinar. Diseño de un plan de desarrollo, planificación e implementación de una gestión del desempeño organizacional. Debido a que actualmente, los registros de inmigración constituyen una mayoría del trabajo de las oficinas de los diputados del parlamento canadiense. El problema es tan grande que inmigración de Canadá se ha visto obligada a crear un centro de información centralizado para tratar gran número de problemas de inmigración que enfrentan diariamente los parlamentarios. \nUn empleado de una oficina parlamentaria tendrá que tratar casi exclusivamente con casos de inmigración de casi el 50% al 60%. Pero el principal problema con la mayoría de los casos de inmigración es que el procesamiento de los archivos es bastante largo y burocrático. Esta responsabilidad fue asumida directamente por el personal de la oficina parlamentaria con el fin de resolver tales problemas. Lo peor es que el presupuesto asignado a esta oficina ha disminuido significativamente para el personal. En consecuencia, ha reducido su eficiencia administrativa y por el contrario ha aumentado los reclamos de los ciudadanos que exigen un mejor tratamiento de sus casos de inmigración.
