Kuvaileva analyysi kokonaistuottavuuden kehityksestä : vertailussa Suomi ja Ruotsi 1970–2019

Abstract
Tässä pro gradu -tutkielmassa tarkastellaan vuoden 2008 finanssikriisin jälkeistä kokonaistuottavuuden ja elintason kehitystä Suomessa ja Ruotsissa 1970–2019. Työssä painotetaan erityisesti finanssikriisistä toipumisen vuosia 2008–2019. Finanssikriisi aiheutti ennenkokemattoman pitkäaikaisen elintason laskun Suomessa, eikä Suomen bruttokansantuotteen kasvutrendi ole palautunut ennen finanssikriisiä vallinneelle kasvu-uralleen. Vastaavaa kehitystä ei ole havaittu Ruotsissa. Työn tavoite on selvittää syitä Suomen heikolle talouskehitykselle finanssikriisin jälkeen, ja toisaalta löytää selityksiä Ruotsin menestykselle. Kirjallisuuden perusteella Suomen ja Ruotsin välillä on eroja mm. taantuman aikaisessa elvyttämisessä, finanssipolitiikassa, kilpailukyvyssä sekä pitkän aikavälin kasvutekijöissä, joista esimerkkinä työn tuottavuus. Suomen kuuluminen Euroopan talous- ja rahaliittoon (EMU) tuo velvoitteita, joita ei kohdistu Ruotsiin. Suomen Ruotsia heikompi toipuminen finanssikriisistä vaikuttaa johtuneen pitkän aikavälin kasvutekijöistä, sillä työn tuottavuus ja kokonaistuottavuus eivät ole palautuneet ennen kriisiä olleille tasoilleen, vaikka finanssikriisi on ohitettu. Tulosten perusteella voidaan todeta, että Ruotsi on pärjännyt Suomea paremmin tietointensiivisillä palvelualoilla. Ruotsissa on investoitu Suomea enemmän ICT-pääomaan sekä tutkimukseen ja kehitykseen. Myös Ruotsin toimialarakenne on Suomea laajempi. Suomen suuri haaste on toimialojen rakennemuutos. Suomessa teollisuuden supistuminen on luonut tilaa uudelle, mutta Suomessa on kenties hukattu kasvun resepti. Työn lopussa on näkemyksiä siitä, millaista talouspolitiikkaa Suomessa olisi ollut hyvä harjoittaa finanssikriisin aikana ja sen jälkeen, jotta Suomen elintaso olisi toipunut Ruotsin tavoin.
