En 2012, la conférence de Rio+20 portait sur deux enjeux majeurs parmi lesquels figurait (aux cotés de l’économie verte) le cadre institutionnel du développement durable. La communauté internationale devait ainsi déterminer les moyens de renforcer ce cadre institutionnel à la lumière des nouveaux défis planétaires. En guise de contribution, l’Institut de la Francophonie pour le développement durable (IFDD) a développé, en collaboration avec la chaire en Éco-Conseil de l’Université du Québec à Chicoutimi (UQAC), un outil permettant d’apprécier le mode de gouvernance du développement durable (GDD) des États et gouvernements membres de l’OIF : la « fiche de gouvernance du développement durable (FGDD) »1. La FGDD et les huit indicateurs qui lui sont associés permettent de documenter la façon dont les composantes de la gouvernance du développement durable sont opérationnalisées au sein de l’espace francophone, tout en sensibilisant ses membres aux différentes dimensions de cette gouvernance. À l’heure où les Nations Unies doivent adopter de nouveaux objectifs de développement durable et surtout déterminer des moyens de suivre leurs progrès dans cette voie, la FGDD s’avère un outil privilégié que tous les États membres des Nations Unies auraient avantage à s’approprier.
