Nous proposons, dans cet article, une analyse de la question des « revenants », qui constitue aujourd’hui l’un des enjeux majeurs en matière de sécurité nationale et internationale en Occident. Si entre 2014 et 2017, l’enjeu majeur des études liées au terrorisme et à la radicalisation était de l’ordre de la prévention (c’est-à-dire, prévenir le départ de futurs candidats au djihad), aujourd’hui, la situation n’est plus la même. Dans le contexte d’un affaiblissement significatif du groupe armé État islamique (EI), mais aussi de l’annonce du retrait des troupes américaines de Syrie, l’attention est davantage portée sur le retour des combattants de ces zones de conflits. Alors que la France s’apprête à rapatrier sur son territoire national environ 130 personnes, le Canada, à travers le gouvernement de Justin Trudeau, tend vers un refus de rapatrier ses ressortissants. Réfléchir à cette question dans les contextes canadien et français nécessite une approche transdisciplinaire. Tout en partant du point de vue et du cadre d’analyse des sciences politiques, nous proposons aussi de mettre l’accent sur les implications juridiques et philosophiques de la question du retour des combattants de l’EI. À partir d’un corpus constitué de rapports, d’articles de journaux, de données quantitatives et d’articles scientifiques, nous examinerons d’abord comment la question du retour des combattants a opéré un glissement dans le monde politique, passant du statu quo à une polarisation des débats, tant au Canada qu’en France. Puis, nous montrerons comment le phénomène du retour des combattants de l’EI va constituer un enjeu majeur à la fois dans l’analyse et dans la lutte contre la radicalisation.
