The Protection Sector (SS: Secteur Sauvegarde), the Architectural, Urban and Landscape Protection Area (ZPPAUP: Zone de Protection du Patrimoine Architectural, Urbain et Paysager) and the Area of Valorisation of Architecture and Heritage (AVAP: Aire de Mise en Valeur de l'Architecture et du Patrimoine), which form the basis of the French historic environmental conservation system, were integrated into the Remarkable Heritage Site (SPR: Site Patrimonial Remarquable) system by the Law on the Freedom of Creation, Architecture and Heritage (LCAP Law: Loi relative à la Liberté de la Création, à l'Architecture et au Patrimoine) of July 7, 2016. The purpose of this study is to clarify the characteristics of the SPR system from the perspective of the integration of the systems and to verify the actual operational status of the SPR. As a research method, I used Légifrance to examine the text of the LCAP Law and the Heritage Code and clarified the characteristics of the SPR. As for the Parné-sur-Roc case study, I obtained and analyzed administrative documents from the Laval agglomeration Website to clarify the process, the content and the actual operational status of the Plan for the Promotion of Architecture and Heritage (PVAP: Plan de Valorisation de l'Architecture et du Patrimoine) in the SPR. As a result, in the SPR, it became clear that a framework for cooperation between the national government and local municipalities has taken shape through consultation with the Local Commission of the Remarkable Heritage Site (CLSPR: Commission Locale du Site Patrimonial Remarquable) by the integration of the systems. Public Inquiry is also explicitly stated in the legal text, which also stipulates public participation on the national and local cooperation. In conclusion, although the framework of nationallocal collaboration and public participation in France's historic environmental conservation system is a historically new initiative, the case studies reveal a situation in which it is working well.
