Abstract
Opinnäytetyössä koottiin yhteen eri näkökulmia 1.1.2023 voimaan tulleesta perinnealusten turvallisuusmääräyksestä sekä tutustuttiin eri laatujohtamisen standardeihin. Opinnäytetyön toimeksiantajana oli Suomen Höyrypursiseura ry. Aineistona käytettiin aiheeseen liittyviä määräyksiä, kirjallisuutta, haastatteluja sekä internetsivustoja. \n \nTyö jakautuu kahteen isompaan kokonaisuuteen, joista ensimmäisessä kerrotaan vallitsevasta tilanteesta ja toimintaympäristöstä. Toisessa osiossa tarkasteltiin ISO-standardeja sekä turvallisuusjohtamista. \n \nOpinnäytetyössä keskityttiin pääasiassa Suomen Höyrypursiseuralta saatuihin tietoihin sekä koottiin yhteen perinnealusmääräyksestä tehdystä perustelumuistiosta muiden toimijoiden, kuten Traficomin ja Museoviraston kannat asiaan. \n \nMateriaaleista ilmeni, että esimerkiksi Suomen Höyrypursiseura ry koki uuden perinnealusmääräyksen liian tiukkana pienimuotoiseen kaupalliseen käyttöön nähden. Määräyksen laatija Traficom puolestaan kokee, että uusi perinnealusmääräys edistää perinnealusten pienimuotoista kaupallista toimintaa. Tämän ristiriidan vuoksi haluttiin etsiä ratkaisua turvallisuuden takaamiseksi höyryalustoiminnassa muiden keinojen, kuten ISO-sertifioinnin kautta. \n \nOpinnäytetyössä tutkittiin myös perinnealustoimintaa kansainvälisellä tasolla sekä pohdittiin yhteistyön mahdollisuutta esimerkiksi Euroopan tasolla perinnealusharrastajien kesken.
