Berdasarkan keputusan dari PT Hutama Karya Jalan Tol (persero), tarif tol Bakauheni – Terbanggi Besar dinaikkan mulai dari 25 Mei 2023. Dampak dari kenaikan tarif tol tersebut mempengaruhi sektor transportasi dan ekonomi, khususnya tarif pada jasa angkutan barang dan penggunaan jalan tol terhadap angkutan barang itu sendiri. Dengan adanya permasalahan tersebut, maka dilakukan penelitian terhadap tarif tol eksisting yang bertujuan untuk mendapatkan tarif tol yang ideal agar penggunaan pada jalan tol tidak berkurang dari sebelumnya. Pada penelitian ini menggunakan pendekatan berdasarkan ability to pay (ATP), willingness to pay (WTP), dan Besar Keuntungan Biaya Operasional Kendaraan (BKBOK). Berdasarkan nilai ATP, WTP, dan BKBOK yang didapat, maka usulan tarif tol ideal terhadap segmen atau ruas Bakauheni – Terbanggi Besar sebesar Rp1.203,57/km – Rp1.600/km untuk kendaraan Gol. II dan Gol. III. Sedangkan usulan tarif tol ideal terhadap segmen atau ruas Bakauheni – Terbanggi Besar sebesar Rp1.699,85/km – Rp2.200/km untuk kendaraan Gol. IV dan Gol. V. Kata kunci: ATP, WTP, BKBOK, Tarif Tol. 2 ABSTRACT ANALYSIS OF TOLL RATES FOR TRUCK VEHICLES BASED ON ABILITY TO PAY AND WILLINGNESS TO PAY (Case Study Bakauheni – Terbanggi Besar Toll Road) By MUHAMMAD KHANZA DAFFARA ARDI In the beginning on May 25, 2023, the Bakauheni – Terbanggi Besar toll prices was raised in accordance with a decision made by PT Hutama Karya Jalan Tol (Persero). The transportation and economic sectors are impacted by the rise in toll prices, particularly the tariffs on goods transportation services and the usage of toll roads for actual goods movement.In light of these issues, studies on current toll structures have been conducted in an effort to determine the optimal toll structure in order to prevent a decline in the use of toll roads. The methodology used in this study is based on ability to pay (ATP), willingness to pay (WTP), as well as the profit margin from vehicle operating costs (BKBOK). For Class II and Class III vehicles, the ATP value is Rp. 2025/km, while for Class IV and Class V vehicles, it is Rp. 2700/km, according to the calculation results. Based on the ATP, WTP, and BKBOK values obtained, the proposed ideal toll rate for the Bakauheni – Terbanggi Besar segment or section is IDR 1,203.57/km – IDR 1,600/km for Class II and Class III vehicles. Meanwhile, the proposed ideal toll rate for the Bakauheni – Terbanggi Besar segment or section is IDR 1,699.85/km – IDR 2,200/km for Class IV and Class V vehicles.
