Sebbene non sia un soggetto di diritto internazionale, il popolo è beneficiario e destinatario del principio all'autodeterminazione ma lo Stato ne è titolare. Sifronteggiano, ad armi impari, un soggetto multi-articolato, invasivo e detentore esclusivo dell'uso della forza (lo Stato) ed una moltitudine di individui, coesi nel far valere i loro più elementari diritti, primo fra tutti quello all'identità ed alla differenziazione (il popolo). Tutto ciò in contrasto con la salvaguardia della sovranità e dell'integrità territoriale nonchè dell'ordine internazionale precostituito. Intorno a tale dilemma, si sviluppa il discorso attraverso una ricostruzione storica prima ed una riflessione giuridica poi di quattro casi, internazionalmente rilevanti: il popolo curdo, basco, sami e inuit. Quattro storie, popolazioni ed approcci nazionali diversi, tutti volti alla tutela ed al rispetto della sovranità. È un equilibrio di potenze e di interessi sovra-ordinati, continuamente sfidato dall'individuo-moltitudine, in un dialogo di diritti-doveri che, spesso, non accontenta nessuno dei contendenti.
