Abstract
В этом исследовании сравниваются как канадская, так и российская системы управления Арктикой и исследуются факторы, влияющие на формирование арктической политики этих стран. Также утверждается, что наличие общих арктических проблем создаёт основу для политического диалогам между этими государствами. Изучаются теоретические аспекты проблемы, даётся исторический обзор развития обеих систем управления, а затем производится сравнительный анализ современных арктических стратегий Канады и России через призму 7 измерений безопасности человека. Анализ российской и канадской систем управления показывает, что по мере того, как изменения будут происходить более быстрыми темпами из-за глобального потепления, возникнет необходимость в создании более совершенных структур управления для адаптации к новым циркумполярным изменениям. Считается, что негосударственные субъекты оказывают сильное влияние на канадскую арктическую политику, в то время как межведомственная конкуренция и пересечение полномочий разных органов власти обременяют российскую политику в регионе. В плане экономической политики, правовых рамок и обеспечения безопасности человека в обеих странах существует консенсус, однако по таким вопросам, как оборона и использование Северного морского пути, в них есть разногласия. В диссертации делается вывод о том, что в сфере безопасности человека в канадской и российской арктической политике существует больше согласия, чем разногласий, а также имеется значительный потенциал для прогресса в этой области.
