Pour l’Amérique latine et les Caraïbes, caractérisés par leur pluralisme et leur diversité politique, mais également pour être un espace dans lequel des projets politiques sociaux et économiques très différents vivent ensemble, la création de mécanismes de concertation politique régionale, mise à part les États-Unis d’Amérique et le Canada, devient nécessaire pour faire face aux nouveaux défis global, dans lequel des phénomènes comme le régionalisme et l'inter-régionalisme sont d’une importance capitale. La Communauté des États Latino-Américains et Caribéens (CELAC) est la seule organisation qui réunit les 33 pays de la région, ce qui lui permet donc d’avoir l'opportunité historique de se convertir en un vrai processus de régionalisme latino-américain et caribéen. Le principal défi pour la CELAC, comme nouveau mécanisme régional d’intégration, sera de valoriser les intérêts de la région et de trouver sa place sur la scène internationale.
