RÉSUMÉ: Ce mémoire propose une méthodologie de planification stratégique sectorielle pour le développement de la Mobilité Aérienne Avancée (AAM) au Canada, un secteur marqué par une forte réglementation et une complexité multidimensionnelle. En mobilisant la Design Research Methodology (DRM), enrichie par l'intégration de la méthode Delphi adaptée et du cadre S-PLAN, cette recherche vise à aligner les perspectives technologiques, réglementaires, et socio-économiques pour établir une feuille de route sectorielle robuste et adaptable. Dans un premier temps, la recherche explore les cadres réglementaires existants et les défis technologiques spécifiques au secteur des systèmes d’aéronefs télépilotés (RPAS), en se basant sur deux études réalisées en collaboration avec le Conseil national de recherches du Canada (CNRC). Ces analyses initiales ont permis d’identifier des lacunes clés dans les infrastructures, la normalisation des systèmes de communication, et l’intégration des RPAS dans l’espace aérien civil. Ces constats ont servi de fondement pour développer une méthodologie axée sur la collaboration entre acteurs publics et privés. En deuxième lieu, cette méthodologie a été appliquée dans un cadre exploratoire à travers la méthode Delphi, engageant un panel d’experts diversifiés pour valider et prioriser les thématiques stratégiques essentielles. La complémentarité entre Delphi, avec sa perspective ascendante (« bottom-up »), et S-PLAN, avec sa structuration descendante (« top-down »), a permis de combler l’écart entre connaissances granulaires et objectifs stratégiques à long terme. Les résultats de cette recherche aboutissent à une proposition de roadmap sectorielle organisée selon les Niveaux de Maturité de la Mobilité Aérienne (AML), couvrant les horizons à court, moyen et long terme. Ces résultats mettent en lumière la nécessité d’un cadre réglementaire agile, d’une acceptation sociale renforcée et d’une collaboration accrue entre les parties prenantes. Ce mémoire contribue à la littérature en démontrant l’applicabilité et la transférabilité d’une méthodologie intégrative dans des environnements complexes. Il offre également des outils pratiques pour guider les décideurs publics et privés, tout en ouvrant des perspectives pour des recherches futures dans d’autres secteurs réglementés tels que l’énergie ou la santé ABSTRACT: This master thesis presents a sectoral strategic planning methodology for the development of Advanced Air Mobility (AAM) in Canada, a sector characterized by stringent regulations and multidimensional complexity. Leveraging the Design Research Methodology (DRM), enriched by the integration of an adapted Delphi method and the S-PLAN framework, this research aims to align technological, regulatory, and socio-economic perspectives to establish a robust and adaptable sectoral roadmap. The study begins by exploring existing regulatory frameworks and identifying specific technological challenges in the Remotely Piloted Aircraft Systems (RPAS) sector, based on two studies conducted in collaboration with the National Research Council Canada (NRC). These preliminary analyses revealed critical gaps in infrastructure, standardization of communication systems, and RPAS integration into civilian airspace. These findings laid the groundwork for a methodology focused on fostering collaboration between public and private stakeholders. Subsequently, this methodology was applied in an exploratory setting using the Delphi method, engaging a diverse panel of experts to validate and prioritize essential strategic themes. The complementarity between Delphi's bottom-up perspective and S-PLAN's top-down structuring bridged the gap between granular insights and long-term strategic objectives. The results culminated in a sectoral roadmap proposal organized according to Advanced Air Mobility Maturity Levels (AMLs), covering short-, medium-, and long-term horizons. The findings underscore the need for agile regulatory frameworks, enhanced social acceptance, and strengthened stakeholder collaboration. This thesis contributes to the academic literature by demonstrating the applicability and transferability of an integrative methodology in complex environments. It also provides practical tools to guide public and private decision-makers while opening avenues for future research in other regulated sectors, such as energy or healthcare.
