Abstract
In 1981 werd Francois Mitterrand de eerste linkse president van de Vijfde Repuliek Frankrijk. In navolging van het partijprogramma ‘Program Commun’ van zijn Parti Socialist (PS) worden radicale Keynesiaanse economische hervormingen doorgevoerd. Mede door deze maatregelen komt Frankrijk al snel in economische problemen door speculatieve aanvallen van de internationale financiële markt. Sinds 1979 nam Frankrijk deel aan het Europees Monetair Stelsel (EMS) en het bijbehorende Wisselkoersmechanisme (WKM). De economische situatie in Frankrijk leidde ertoe dat Mitterrand hervormingen moest terug draaien en in strijd met de principes van zijn achterban moest handelen om aan de intergouvernementele samenwerking mee te kunnen blijven doen. Sterker nog. Een groot pakket aan bezuinigingen, rigueur, was nodig om het overheidstekort te reduceren, de inflatie op peil te krijgen en om de franc in het WKM te laten gedijen. Dit alles ten koste van de werkgelegenheid en het Program Commun. Met het besluit tot rigueur conformeerde Mitterrand zich aan de monetaire principes van West-Duitsland. Deze paradoxale handeling roept vragen op. In deze thesis wordt de keuze van Mitterrand uitgelegd en wordt het moment gekoppeld aan een stroming in de internationale betrekkingen (international political economy) door de tournant te toetsen aan de hand van Moravcsik's liberaal intergouvernementalisme en Parsons' constructivisme. Het blijkt dat het constructivisme beter als verklaring voor de tournant kan dienen. Argumenten die voor de keus van deze theorie spreken zijn de macht van de Franse politieke elite en Mitterrand's rol binnen deze elite. Ten opzichte van de wereldeconomie was Frankrijk in staat eigen keuzes te maken en Mitterrand deed dit dan ook aan de hand van zijn eigen inzichten.
