Canada represents the real and just experimental place to determine the balance of governance arrangements between federal and local forces that is not always possible to transcribe in the formal Constitution. In this Country autonomist claims are entwined with the deep need to maintain national unity at different levels. At first glance it seems impossible that these two trends can coexist. This multifaceted society seems to be condemned to continue a slow integration process without achieving it. This process represents in some ways the real essence of the nation. It consists in a sort of infinite exodus to a promise land that many are resigned they will never see, a “Constitutional Odissey” that even the Supreme Court could not finalise despite the multiple interventions requested by local and federal political forces. Il Canada rappresenta un vero e proprio laboratorio di sperimentazione per la determinazione degli equilibri negli assetti di governo tra potere federale e autonomie locali che non sempre è stato possibile trascrivere nella Costituzione formale. In questo Paese si intersecano, su piani differenziati, istanze autonomistiche e l’esigenza profonda di mantenere l’unità nazionale che ad un primo sguardo sembrerebbe impossibile da conciliare. Eppure questa multiforme società, sembra quasi condannata a proseguire, senza mai raggiungerlo, un lento processo di integrazione che per certi versi rappresenta l’essenza stessa della nazione, una sorta di Esodo infinito verso una terra promessa che in molti sembrano essere rassegnati a non vedere mai; una «odissea costituzionale» che la stessa Suprema Corte non è riuscita a concludere nonostante i plurimi interventi richiesti dalla politica locale e federale.
