REABILITAÇÃO URBANA E DESENVOLVIMENTO LOCAL. Operacionalização da ARU de Alcácer do Sal

Abstract
A reabilitação urbana é uma temática central no âmbito da conservação e proteção do património, do desenvolvimento sustentável, do ordenamento do território e da coesão social. Ao longo do tempo o conceito foi-se adaptando à evolução dos desafios da sociedade e às problemáticas das cidades. Nas últimas décadas, o centro histórico de Alcácer do Sal registou uma acentuada degradação do seu edificado e uma redução populacional, devido à crescente dificuldade de fixação de jovens e ao envelhecimento dos residentes. O esvaziamento populacional foi acompanhado pelo desaparecimento de muitas funções urbanas (comércio e serviços), acentuando a sua desvitalização. Procurando contrariar estas tendências, e indo ao encontro das orientações dominantes quer comunitárias, quer nacionais, sobre a intervenção na cidade consolidada, o município aprovou uma área de reabilitação urbana (ARU) em 2015, que coincide com o centro histórico. A ARU reúne inúmeras potencialidades, associadas quer ao património arqueológico e arquitetónico, quer à relação de proximidade da cidade com o Rio Sado. Apesar do curto tempo de vigência da ARU, procedeu-se ao balanço dos dois anos de atuação da ARU, para verificar a eficácia da estratégia adotada. Com o intuito de aprofundar a analise da ARU desenvolveu-se um caso de estudo, que consistiu na delimitação de uma área prioritária de intervenção no interior da ARU, designada por “Zona Ribeirinha Poente e Castelo”. Para a área referida, foram desenvolvidas propostas estratégicas que pretendem acelerar a reabilitação e a revitalização do centro histórico e, consequentemente, influenciar a dinâmica da economia local.
