Tämä opinnäytetyön tavoitteena oli selvittää, miten korkeimman hallinto-oikeiden laatima tiedote ja tiedotustoiminta vaikuttivat verkko- ja printtilehtien uutisointiin. Tutkimus toteutettiin kesä–joulukuussa 2009. \n \nTiedote koski Helsingin, Sipoon ja Vantaan kuntajaon muutoksesta tehtyjä valituksia. Se julkaistiin 15.1.2008 ja siinä kerrottiin oikeuden hylänneen valitukset valtioneuvoston kesäkuussa 2007 tekemästä päätöksestä liittää Sipoon lounaisosa ja Vantaan ns. Västerkullan kiila Helsinkiin. \n \nOpinnäytetyössä tarkastellaan verkkopalveluiden, printtilehtien ja Suomen Tietotoimiston uutisointia 15.–17.1.2008. Tarkastelun tavoitteena oli selvittää erityisesti sitä, kuinka tiedotteen vaikutus ja päätöksen herättämät reaktiot näkyivät uutisoinnissa. Tutkimuksessa keskityttiin vain Lounais-Sipoota koskevaan uutisointiin. \n \nKorkein hallinto-oikeus oli kerännyt verkkopalveluissa ja printtilehdissä ilmestyneen aineiston. Tätä opinnäytetyötä kootessa aineistoon kerättiin myös Suomen Tietotoimiston 15.1.2008 julkaisemat Sipoo-päätökseen liittyvät uutiset. Aineiston uutiset jaettiin kolmeen ryhmään riippuen siitä, kertoivatko ne päätöksen lopputuloksesta, päätöksen aiheuttamista reaktioista vai päätöksen aiheuttamista käytännön seurauksista. Yksi uutinen sai kuulua useampaan ryhmään. \n \nLopputuloksesta kertovista uutisista etsittiin yhtymäkohtia oikeuden tiedotteeseen. Reaktioista kertovia uutisia analysoitiin konnotaation, metaforan ja metonymian käsitteiden avulla. Seurauksien tarkastelu täydensi lopputuloksesta ja reaktioista kertovien uutisten analyysiä. \n \nTutkimuksen johtopäätös oli, että korkeimman hallinto-oikeuden viestintästrategia toimi tutkitussa tapauksessa varsin hyvin. Tiedotetta lainattiin harvoin suoraan, mutta varsinkin verkkopalveluille se oli jonkin aikaa ensisijainen tiedonlähde. \n \nKoska oikeus oli kertonut päätöksen julkaisusta etukäteen, pystyivät poliitikot ja päättäjät reagoimaan päätökseen nopeasti. Tämä johti siihen, että oikeuden tiedote kilpaili julkisuudesta erityisesti poliittisten vaikuttajien reaktioiden kanssa.
