Tutkimuksessa tarkastellaan Suomen veropolitiikan muutosta vuosien 1987–2007 aikana. Selvitän, miten ja miten paljon Suomen verotus on muuttunut tutkimuksen aikavälillä oikeudenmukaisuuden ja tehokkuuden näkökulmista. Lisäksi tarkastelen sitä, johtaako tehokkuuden ja oikeudenmukaisuuden samanaikainen tavoittelu väistämättä ristiriitaan. Tutkimusmetodinani on policyanalyysi, jota teen sekä laadullisesti että määrällisesti. Määrällisen analyysin aineistoksi on aikaisempaan tutkimukseen nojautuen tunnistettu viisi ilmiötä. Ilmiöiden kuvaamiseen käytän kuutta indikaattoria, joista neljä olen konstruoinut tätä tutkimusta varten. Indikaattorianalyysi sisältää indikaattorien analysointia yksittäin ja kokonaisuutena, suhteellisen muutoksen analysointia ja korrelaatio- sekä regressioanalyysia. Laadullisessa policyanalyysissa aineistona on koko tutkimuksen aikavälin verolainsäädäntö, josta olen harkinnanvaraisesti poiminut tutkimusongelman kannalta keskeisimmät säädökset analyysiin. Yhteensä analysoin 333 säädöstä. Laadullisessa analyysissa arviointikriteeristöinä käytän John Rawlsin oikeudenmukaisuus reiluutena – käsitystä sekä osittain itse konstruoimaani verotuksen laffer-tehokkuus – käsitystä. Lopuksi yhdistän metodologisesti ja aineistollisesti erilaisten analyysien tulokset triangulaatiota käyttäen. Tällöin pystytään piirtämään rikkaampi ja luotettavampi kuva muutoksesta kuin yhdellä metodilla. Tutkimustulosteni mukaan verotuksen oikeudenmukaisuus on selkeästi heikentynyt tutkimuksen aikavälillä. Suuntaus on ollut erityisen voimakas 2000-luvulla. Sen sijaan verotuksen tehokkuus on selkeästi parantunut. Erityisesti 1990-luvulla alkuvuosia lukuun ottamatta verotuksen tehokkuutta kehitettiin merkittävästi. Lisäksi aineistollani näyttää, että verotuksen tehokkuus ja oikeudenmukaisuus eivät ole väistämättä ristiriidassa, vaan ne ovat todennäköisemmin toisistaan riippumattomia tai yhden suuntaisessa riippuvuussuhteessa. Kokonaismuutoksessa voi nähdä uusliberalistisen ideologian vaikutuksen suomalaiseen yhteiskuntaan veropolitiikan kautta. Ideologian vaikutus näkyy erityisen selkeästi verotuksen oikeudenmukaisuuden kohdalla.
