Tilannekatsaus poliisin kokemukseen omasta kompetenssista tutkia metsästykseen liittyviä rikoksia Sisä-Suomen alueella

Abstract
Tämän opinnäytetyön tavoitteena on tuottaa ajankohtainen katsaus Sisä-Suomen poliisilaitoksessa työskentelevien rikostutkijoiden ja yleispoliisien kompetenssista tutkia metsästykseen liittyviä rikoksia. Metsästämisellä tarkoitetaan luonnonvaraisena olevan riistaeläimen pyydystämistä ja tappamista, sekä saaliin ottamista metsästäjän haltuun. Suomessa metsästyksellä on pitkät perinteet ja metsästys on yleinen harrastus ympäri Suomea. Suomessa vuonna 2020 on ollut noin 310 000 metsästäjää. Metsästykseen liittyvä rikollisuus on monimutkaista ja tieto rikoksesta tulee harvoin poliisille. Poliisi sai vuonna 2020 Sisä-Suomen alueella tietoonsa vain 31 metsästykseen liittyvää rikosta. Tutkimuksen perusteella yleisin tapa, jolla poliisi saa tiedon metsästykseen liittyvistä rikoksista, on kansalaisen tekemä rikosilmoitus. Kun taas lupavalvonnan kautta ilmi tulleita metsästykseen liittyviä rikoksia tulee vähiten poliisin tietoon. Vastaajista vain osa oli metsästyksen harrastajia. Moni vastaaja oli kuitenkin sitä mieltä, että omasta harrastuneisuudesta ja kiinnostuksesta on hyötyä esitutkinnassa. Suurin osa kokee kykynsä tutkia metsästykseen liittyviä rikoksia kohtalaiseksi. Verrattuna muihin yleisempiin rikosnimikkeisiin, vastaajat kokivat kykynsä olevan huomattavasti heikompi, kun kyseessä on metsästykseen liittyvän rikoksen tutkinta. Verrattuna rikostutkijoiden ja yleispoliisien omaan kompetenssiin, moni koki Sisä-Suomen poliisilaitoksen kokonaisuutena pärjäävän yhtä hyvin, kuin muut Suomen poliisilaitokset. Vastaajien mielestä Sisä-Suomen kyvykkyyttä tutkia metsästykseen liittyviä rikoksia voitaisiin parantaa koulutuksilla, yhteistyöllä asiantuntijoiden kanssa ja kohdentamalla tutkinta tietyille tutkintaryhmille tai tutkijoille.
