Ambivalensi Kebijakan Indonesia Era Presiden Joko Widodo (2014-2019) Terhadap Tiongkok Di Laut Cina Selatan: Pengaruh Tekanan Internasional Dan Persespi Elit Domestik

Abstract
Penelitian ini bertujuan untuk menganalisis kebijakan Indonesia terhadap Tiongkok terkait kasus Laut Cina Selatan di era kepepimpinan Presiden Jokowo Widodo periode pertama yang cenderung ambivalen. Indonesia mengambil kebijakan yang agresif, meningkatkan kualitas dan kuantitas militernya di area perairan Natuna yang merupakan bagian dari Laut Cina Selatan pasca terjadi ketegangan dengan Tiongkok di wilayah tersebut. Namun di sisi lain, Indonesia juga menuntut agar penyelesaian sengketa Laut Cina Selatan dilakukan dengan cara damai melalui proses negosiasi, bahkan membuka pintu kerjasama dengan Tiongkok wilayah tersebut untuk masalah regional security dan pemancingan. Analisis ini menggunakan pendekatan realisme neoklasik yang mengkombinasikan dua level pendekatan, yaitu internasional dan domestik. Proses analisis menggunakan teknik analisis kualitatif terhadap sumber primer dan sekunder. Hasil penelitian ditemukan bahwa kebijakan yang ambivalen tersebut merupakan bentuk dari strategi hedging yang mengkombinasikan lima komponen yaitu pragmatisme ekonomi, penolakan terhadap dominasi, indirect balancing, limited bandwagoning, dan binding engagemen. Dipilihnya strategi ini merupakan akibat dari dua hal, yaitu ketidakjelasan sistem internasional dalam memberikan sinyal, baik peluang maupun ancaman, dan kedua adanya perbedaan persepsi dalam kelompok kecil elit, yang disebut sebagai dinamika kelompok kecil.
