Abstract
Performance et biodiversité sont deux sujets intimement liés en ce qui a trait à la gestion du capital naturel du gouvernement. Le Québec a mis en place une planification stratégique ainsi qu'un plan de mise en oeuvre et depuis 17 ans, multiplie les interventions en biodiversité. Le processus d'évaluation de la performance en biodiversité de la province mérite un regard plus approfondi. Cet essai vise à cerner la notion de performance, à inventorier des pratiques de gestion adaptées à la biodiversité et à procéder à une analyse comparative du Québec et de sa Stratégie québécoise sur la diversité biologique 2004-2007. Cette analyse utilise un échantillon composé de la Nouvelle-Zélande, de l'Australie, du Royaume-Uni, de l'Allemagne, de la Suisse et de la Colombie-Britannique. L'essai conclut que certaines lacunes semblent persister dans la gestion de la biodiversité québécoise. Plusieurs pratiques de gestion adaptées aux particularités de la biodiversité et utilisées à l'international existent et peuvent venir majorer le cadre de gestion administrative actuel du Québec.
