Abstract
O seguinte trabalho se propõe a fazer uma análise da mudança na relação do homem com o\nmeio ambiente, a partir das modificações na natureza das externalidades, que passaram de\nlocais e reversíveis para globais e irreversíveis, tendo como pano de fundo o framework\nproposto por Abélès (2008) e o conceito da ética de responsabilidade de Jonas (1995). O\ndesenvolvimento técnico permitiu ao homem não apenas uma melhora substancial no seu\nmodo de vida, como também fez com que os efeitos das ações humanas acabassem por ter\numa dimensão cada vez mais global. Num ambiente caracterizado pela ergodicidade, o\naparato teórico para o desenvolvimento das políticas ambientais se dava pela escolha entre:\no Paradgima do Comando e Controle, Produtividade dos Insumos, da Economia do Bem –\nEstar e, da Nova Economia Institucional. A partir da transição desse contexto, para outro,\ncaracterizado pela não – ergodicidade do ambiente pede por novas formas de ordenamento\nda sociedade global – novos Nomos na visão de Schmitt (2005), visto que, nessa situação,\nos instrumentos econômicos tradicionais parecem não serem suficientes para solucionar os\nproblemas apresentados. Nesse sentido, esse trabalho irá abordar o modelo para acordos\ninternacionais proposto por Barrett (2003) com destaque para o acordo de Montreal.
