La Organización de Estados Americanos (en adelante, OEA), desde su creación en el
\naño 1948 ha tenido como una de sus piedras angulares al sistema democrático,
\nsiendo el fortalecimiento de la democracia y promoción de la buena gobernabilidad
\nuna de sus principales tareas.
\nNo obstante, desde el nacimiento de la OEA han tenido lugar en distintos Estados
\nmiembros crisis que afectaban a la democracia representativa. Como muestra de ello
\nestán los golpes de Estado, como los sucedidos en Brasil (1964), Panamá (1968),
\nChile (1973), Argentina (1976), Paraguay (1989), Honduras (2009), entre otros, o los
\nautogolpes, como el ocurrido en el Perú en el año 1992. A raíz de ello, durante las dos
\núltimas décadas la OEA ha creado instrumentos para responder a esta problemática,
\ntales como la Resolución de la Asamblea General AG/RES. 1080 (XXI-O/91), el
\nProtocolo de Washington y la Declaración de Quebec.
\nSin embargo, todos estos instrumentos limitan la protección de la democracia a
\nimpedir el derrocamiento de los gobiernos democráticamente electos, sin prever
\naquellos casos en donde hay un paulatino quiebre de la misma a raíz de situaciones
\nque atentan contra supuestos tales como el ejercicio del poder con sujeción al estado
\nde derecho, la separación e independencia de los poderes públicos, el respeto por los
\nderechos humanos y la libertad de expresión y de prensa, entre otros, todo ello por
\nactos cometidos desde el propio Poder Ejecutivo.
