Abstract
Syksyllä 2016 siirryttiin kouluissa työskentelemään uusien Perusopetuksen opetussuunnitelmien perusteiden mukaisesti. Tämän tutkimuksen tavoitteena oli tehdä näkyväksi valtakunnallisten opetusta ohjaavien ja linjaavien asiakirjojen esittämää kuvaa saamelaisopetuksen tilasta. Tutkimusongelmani jakaantui kahteen tutkimuskysymykseen: 1. Millä tavoin saamelaisopetus on otettu huomioon Perusopetuksen opetussuunnitelman perusteissa vuosina 2004 ja 2014? ja 2. Mitkä tekijät selittävät saamelaisopetuksen aseman muutosta 2000-luvulla opetussuunnitelmien perusteissa? Jälkimmäinen kysymys sisälsi työhypoteesin, että perusteiden välillä löytyisi eroja. Tutkimuksessa etsitään saamelaisopetuksen tilasta kertovia puhetapoja ja kartoitetaan syitä niiden muutoksille 2000-luvulla. Aiemmat tutkimukset ovat osoittaneet, että saamelaisopetuksella on jonkinasteinen asema perusopetuksen opetussuunnitelman perusteissa. Tutkimuksen aineisto koostui kahdesta asiakirjasta, vuosien 2004 ja 2014 Perusopetuksen opetussuunnitelmien perusteista. Käytin tutkimuksessa laadullista analyysimenetelmää diskurssianalyysia, joka sopii työkaluksi kun tarkastellaan niin kielenkäyttöä kuin kielenkäyttötilannetta. Saamelaisopetus oli otettu huomioon kummassakin asiakirjassa. Saamelaisten mainittiin olevan alkuperäiskansa ja he saivat muita vähemmistöjä enemmän tilaa tekstissä. Maininnat saamelaisopetuksessa jaoin kahteen ryhmään: suoriin ja epäsuoriin mainintoihin. Vuoden 2014 opetussuunnitelman perusteet huomioi paremmin eri kieli- ja kulttuuritaustoista tulevat oppilaat sekä Suomen sisäisen moninaisuuden. Suoria mainintoja saamelaisopetuksesta oli myös enemmän kuin vuonna 2004. Syitä muutoksille löytyy niin kansainvälisen kuin kansallisen politiikan tasolla sekä saamelaisten heräämisestä oman asemansa parantamiseen. Jotta opetussuunnitelmien uudistamisella olisi merkitystä, tulee niitä myös tarkastella kriittisesti.
