Die Forschungsreise nach Kanada, über die hier berichtet wird, fand im Rahmen des o. g. Projekts statt, das von einem Konsortium unter maßgeblicher Beteiligung des DIPF [...] gegenwärtig in Arbeit ist. Kanada ist, neben den Niederlanden, Frankreich, Großbritannien, Schweden und Finnland eines der sechs Vergleichsländer. Besucht [hat der Autor] die Provinzen Ontario und Quebec. [...] Da die wirtschaftlichen, bevölkerungsstatistischen, politisch-legislativen usw. Unterschiede innerhalb Kanadas bedeutsam sind (größer sind als im ebenfalls föderativen Deutschland), ist es meist eine grobe Vereinfachung, von "dem kanadischen Schulsystem" zu sprechen. Andererseits gibt es auch bei extrem föderalen Systemen einheitliche Merkmale, in manchen Punkten [...] deutliche Ähnlichkeiten, vielleicht sogar "Homogenität". Dies systematisch zu identifizieren, erfordert jedoch methodisch aufwendige Untersuchungen, die zudem die Kooperation von Innen- und Außensichten und erhebliche weitere Arbeiten der Vergleichsproblematik erfordern.
