Denne masterutredningen studerer oljepengebruken i Norge i et todelt perspektiv. Den første\ndelen tester handlingsregelens påvirkning på volatiliteten i norsk økonomi i en internasjonal\nsammenheng. Selv om Norge har begrenset oljepengebruken, har Norge og Canada hatt\nomtrent lik reduksjon i volatiliteten i BNP etter innføringen av handlingsregelen i 2001. Den\noljerike canadiske provinsen Alberta har derimot hatt en økning i volatiliteten i BNP. I likhet\nmed Norge har Alberta et petroleumsfond, men sparekulturen har aldri blitt den samme. At\nAlberta, i motsetning til Norge, har brukt olje- og gassinntektene tilnærmet løpende kan være\nen forklaring til volatilitetsforskjellen i BNP. Alberta har i tillegg en høyere og mer volatil\narbeidsledighet enn Norge.\nI den andre delen studeres hvordan bruken av den generelle inntektsveksten i Norge, inkludert\ninntekter fra olje- og gassvirksomheten, har blitt fordelt mellom offentlig og privat konsum.\nResultatene viser at det totale konsumet siden 1990 til i dag har blitt rettet mer mot privat\nkonsum. En forklaring kan være at skattebyrden har blitt redusert til tross for at offentlige\nkonsum har hatt en stabil utvikling. Samtidig har oljepengebruken stadig blitt større. Vi finner\ndet sannsynlig at produktivitetsveksten har vært lavere i offentlig sektor enn den som\nobserveres i privat sektor. Det betyr at enhetskostnadene i offentlig tjenesteproduksjon har økt\nover tid. Vi ser dermed tendenser til Baumols syke i norsk økonomi. Det betyr at offentlig\nsektor blir bygget ned, relativt til privat sektor. Denne relative kostnadsøkningen kan se ut til\nå bli dekket av uttak fra SPU istedenfor å øke skatteprovenyet.
