Lo scenario delle trasformazioni in atto è delineato dal Piano strategico per Palermo capitale, teso a offrire un quadro per il potenziamento del rango urbano della città. Tra le Aree di trasformazione integrata, il piano ha individuato alcuni ambiti a valenza strategica per valori o posizione, sui quali attivare in via prioritaria azioni di riqualificazione e sviluppo, come, ad esempio, le aree bersaglio del programma innovativo Porti & Stazioni. All’interno di questo scenario si inseriscono progetti e interventi, appartenenti a programmi e politiche di riqualificazione aventi per oggetto alcuni dei quartieri di edilizia residenziale pubblica maggiormente degradati o marginali, che necessitano di un riposizionamento nell’armatura urbana. La corona delle periferie esterne viene infatti individuata come “area integrata” di intervento sulla quale operare in maniera sinergica. Oltre alle azioni che agiscono direttamente sulla città pubblica, è possibile rintracciare operazioni di trasformazione e/o riqualificazione di altri settori urbani che potranno avere importanti ricadute sui quartieri di edilizia sociale, come nel caso della proposta per il parco fluviale del fiume Oreto.
