L’objectif de ce mémoire est de comprendre comment, par la surveillance, la police québécoise construit des savoirs sur la société, d’une part, et comment ces savoirs contribuent aux savoirs étatiques, d’autre part. Pour ce faire, nous partons de l’étude de la surveillance policière routinisée – la patrouille – à travers l’analyse de documents textuels (notes de cours, manuels, biographies, formulaires…) produits par et pour la police. Le mémoire engage ainsi une réflexion sur le rôle des savoirs policiers dans la socialisation policière, d’une part, et sur ce que disent ces mêmes savoirs des rapports de pouvoir, d’autre part. Dans le même ordre d’idée, notre recherche interroge le rôle des savoirs policiers dans la constitution d’un « nous » policier et d’un « autre » qui lui est extérieur, hiérarchisé du désirable à l’indésirable. À cette articulation entre « altérité » et « identité » s’ajoute la notion de « territoire » afin d’approfondir les formes de relations qu’entretient la patrouille avec les habitant.e.s du Québec. En somme, la patrouille s’avère être un instrument de territorialisation tirant ses racines de la surveillance coloniale et de la surveillance racialisée : la patrouille construit et s’approprie le territoire en se basant sur la négation des « clientèles diversifiées » sur le territoire au profit de l’identité et de l’existence du sujet national blanc, masculin, dans « l’espace public ». \n_____________________________________________________________________________ \nMOTS-CLÉS DE L’AUTEUR : Surveillance, patrouille, savoirs policiers, colonialisme, surveillance racialisée
