Kasvinsuojeluaineen hyväksyminen Suomessa : Case: kaliumbikarbonaatti

Abstract
Opinnäytetyön tavoitteena oli selvittää, miksi luomutuotannossa sallittu sienitautien torjunta-aine kaliumbikarbonaatti ei ole hyväksytty kasvinsuojeluaine Suomessa, ja miten sen saisi Suomen markkinoille. Omenan ja mansikanviljelijät ovat olleet kiinnostuneita kaliumbikarbonaatista. Suomessa ei ole markkinoilla luomutuotannossa sallittua omenaruven torjunta-ainetta.\n\nTämä toiminnallinen opinnäytetyö toteutettiin talven 2016 ja kevään 2017 aikana. Työn teoriaosuudessa käsitellään kasvinsuojeluaineen hyväksymisprosessi EU:ssa, eri tavat kasvinsuojeluaineen saattamiseksi EU:n jäsenvaltion markkinoille ja kaliumbikarbonaatin hyväksyminen kasvinsuojeluaineeksi EU:ssa. \n\nSuomen lyhyt kasvukausi, kasvinsuojeluaineiden vähäinen tarve ja pieni viljelyala eivät houkuttele kasvinsuojeluaineiden valmistajia tuomaan omia valmisteitansa Suomen markkinoille. Kaliumbikarbonaatti on pienelle markkina-alalle suunnattu kasvinsuojeluaine, jolle ei ole tarpeeksi kysyntää Suomessa. Kaliumbikarbonaattivalmisteita tuottavat yritykset ovat suhteellisen pieniä, joten heillä on rajalliset resurssit viedä valmisteitansa uusille markkina-alueille. Yritykset keskittyvät hyvän markkinapotentiaalin omaavien maiden markkinoille Keski- ja Etelä-Euroopassa.\n\nKaliumbikarbonaattivalmisteita tuottavat yritykset eivät tuo valmisteitansa Suomen markkinoille, joten Suomessa on oltava aktiivisia saamaan kaliumbikarbonaatti muilla keinoin markkinoille, esimerkiksi poikkeusluvalla tai luvan vastavuoroisella tunnustamisella.
